It is widely believed that young people who are unemployed or inactive early on in the transition from school to work tend to become discouraged about their chances in the labour market. They also become less attractive to potential employers. These young people are therefore more likely to experience long-term unemployment or inactivity as adults. This paper addresses the extent to which this holds true in NI, where despite an improving labour market over recent years, there is still a considerable long-term unemployment problem.
