L'étude de la filière du teck à Java : l'exemple de la filière informelle de Jepara

Abstract

L'Indonésie est le second producteur mondial de bois de teck au niveau des surfaces de plantation, toutes localisées sur l'île de Java et gérées par la société d'Etat Perum Perhutani. Les grumes de teck sont essentiellement transformées en meubles. Historiquement, le district de Jepara (Java Centre) est renommé mondialement pour la production de meubles en teck et se caractérise par des réseaux de confiance, ou les intermédiaires (brokers) et les petits ateliers familiaux ou pengrajin sont les acteurs-clés de la filière du meuble. Cette étude décrit la filière du teck à Java, de l'aval vers l'amont, depuis les sites de transformation finaux de Jepara jusqu'aux plantations. La ressource en teck est menacée d'une pénurie due à une mauvaise gestion des plantations d'Etat et à l'augmentation des coupes illégales depuis la crise économique de 1997-1998. Le teck est une ressource importante pour les Javanais avec un potentiel élevé pour contribuer au développement local, et sa pénurie remet en question la pérennité du secteur industriel en aval et les emplois qui en découlent. Le teck villageois (Jati Kampung) issu des agroforêts est une nouvelle filière d'approvisionnement aujourd'hui informelle et méconnue. Une meilleure compréhension de sa filière d'approvisionnement et une augmentation de sa valeur ajoutée sont nécessaires pour remédier au manque prochain de teck et pour permettre aux plantations d'Etat de ré-acceder à une gestion durable en accord avec les règles de sylviculture.
