Nuevos impulsos para superar viejos retos: la institucionalización de la evaluación del desempeño

Abstract

Se plantea una aproximación a la evaluación del desempeño en las administraciones públicas que va de lo genérico a lo concreto a través del análisis de dos experiencias desarrolladas en España; se presta especial atención a sus potencialidades como instrumento de apoyo a una gestión estratégica e integrada de los recursos humanos en las administraciones públicas. Se exponen una serie de reflexiones sobre el enfoque y alcance del sistema de evaluación, los requisitos previos para su puesta en marcha, las dificultades a considerar, las lecciones y propuestas a tener en cuenta y su conexión con la política y la gestión de recursos humanos en nuestras administraciones públicas.
