Ingeniería electoral en Chile

Abstract

En una elección parlamentaria se desarrollan simultáneamente varias campañas electorales (una en cada distrito). Esto plantea a los partidos políticos el problema de cómo distribuir sus recursos (monetarios y no monetarios) entre estas campañas. En este trabajo se presenta un metodología que permite estimar cuán eficientemente asignaron sus recursos dos partidos (o coaliciones políticas) de 1989 y 1993, se concluye que hubo comportamiento estratégico y que éste se dio en un grado mucho mayor por parte de la coalición de partidos de oposición que por parte de la Concertación. Si la Concertación hubiese actuado con la misma eficiencia que la centro-derecha, hubiese elegido 4 escaños adicionales en la Cámara Baja en cada una de las elecciones. Por otra parte, si en 1989 y 1993 la Concertación hubiese optimizado sus recursos y la derecha no hubiera hecho, la coalición de Gobierno hubiera elegido 13 diputados más el primer años y 11 diputados adicionales en 1993.
