Abstract

En esta nota respondemos a los comentarios de Michael Klein y Jean Tirole a nuestra propuesta de licitar concesiones viales interurbana por menor valor presente de los ingresos (MVPI). En la primera parte elaboramos sobre tres temas discutidos por Tirole: cuál debe ser el objeto del Estado cuando decide concesionar una carretera, las regulaciones de las concesiones, y su tarificación. En la segunda parte discutimos tres puntos de Klein: la deseabilidad de las garantías estatales, el encarecimiento del financiamiento que implicarían los plazos variables y supuesta inutilidad del alargamiento automático de la concesión. En los tres casos argumentamos que las aprensiones de Klein son exageradas. Adicionalmente describimos el caso de un puente concesionado en el Reino Unido en que el plazo de la concesión es variable y que fue financiado íntegramente con deuda.
