Amenazas ambientalistas al comercio forestal chileno

Abstract

El objetivo de este trabajo es examinar el grado de vulnerabilidad del comercio forestal chileno en relación a las amenazas que provienen del ámbino medioambiental. Frente a éllas, las empresas forestales han tomado resguardos y han hecho fuertes inversiones para tratar de neutralizar sus efectos. Los costos han sido significativos. Por otra parte, al combinar la variedad de productos y los mercados de destino, se encuentra que la exportaciones de productos forestales están relativamente bien diversificadas. La principal acusación de los grupos ecologistas contra las empresas que explotan bosques, que éllas estarían destruyendo los bosques nativos, no tiene sustento en la realidad. Hacia el futuro, aún cuando el sector forestal chileno tiene algunos flancos débiles, como el mal manejo de los bosques nativos por parte de los pequeños propietarios, no hay condiciones objetivas como para justificar en el extranjero algún tipo de restricción a las exportaciones desde Chile con argumentos medioambientales. Sin embargo, el contexto legal e institucional para los negocios forestales es incierto. Lo cual frena los proyectos de inversión y el crecimiento del sector.
