La regulación del transporte de carga en Santiago: características, evaluación y propuestas

Abstract

Este trabajo caracteriza cuantitativamente el transporte de carga en Santiago (a partir de Citra [1995]) y evalúa las regulaciones vigentes. La mayoría son restricciones cuantitativas al uso de las vías y son percibidas como erráticas e inciertas por los agentes. Estas restricciones no sólo son costosas sino también inefectivas porque el principal determinante de los volúmenes de carga y el número de viajes es el nivel de actividad económica de Santiago, que es en gran medida independiente de las políticas de transporte de carga. Gran parte de los problemas causados porque los camiones no internalizan los costos externos (particularmente el deterioro de vías y la congestión), se solucionarán cuando se construyan las vías concesionadas porque éstas serán tarificadas. Más aún, las actividades industriales que generan parte importante de la carga tienden a localizarse donde el acceso es más expedito - hoy en día el eje Norte-Sur y el anillo Américo Vespucio - . Finalmente, incluso las cargas cuyos destinos están dispersos por la ciudad (v.g. materiales de construcción, productos de consumo, combustibles) circularán preponderantemente por las vías concesionadas y sólo ocuparán las vías menores para llegar a su destino final. Concluimos que una combinación de gestión de tránsito apropiada junto con las concesiones viales urbanas son la manera apropiada de enfrentar los problemas que hoy causa el transporte de carga.
