Abstract

Este documento efectúa una evaluación del cambio regulatorio que ha tenido lugar en el sector de las telecomunicaciones en España. La tesis principal es que la política de liberalización se ha basado en la entrada controlada de nuevos operadores en el sector. Aunque este modelo de liberalización ha sido beneficioso en términos generales, una política menos intervencionista y de mayor apertura hubiera sido aún más efectiva, en especial en áreas como el acceso rápido a Internet, en las que España está claramente rezagada en términos internacionales. En términos de futuro, la desregulación debiera basarse en tres principios: la libre entrada en el sector, la neutralidad en cuanto a la elección de tecnologías y la coherencia a lo largo del tiempo.
