Abstract

In dit artikel onderzoeken we of de averechtse effecten van de huidige werkloosheidsverzekeringen kunnen worden omzeild door de WW te vervangen door individuele spaarfondsen. Deze spaarfondsen worden door werknemers opgebouwd uit verplichte stortingen en WW-uitkeringen worden op individuele basis uit deze spaarfondsen betaald. Als toetsingscriteria voor de geschiktheid van spaarfondsen kijken we naar (1) de aard van de regeling (specifiek of generiek), (2) de poortwachtersfunctie (streng of soepel) en (3) de prikkel tot reïntegratie (passief of activerend). Spaarfondsen verminderen de ineffrciënties die het gevolg zijn van collectieve werkloosheidsverzekeringen doordat werknemers in hun gedrag rekening houden met de kosten van werkloosheidsverzekeringen. Ondanks een aantal intrinsieke nadelen, zoals de verminderde risicosolidariteit, is het idee van individuele spaarfondsen een interessante mogelijkheid om de averechtse effecten van het collectieve sociale zekerheidsstelsel tegen te gaan. Het grijpt direct aan op de grote problemen van de Nederlandse arbeidsmarkt, namelijk de geringe uitstroom uit de werkloosheid en de grote verborgen inactiviteit.
