Abstract

Nous Žtudions dans un modle ˆ gŽnŽrations imbriquŽes le r™le primordial du gouvernement pour la pŽrennitŽ des systmes de retraite par rŽpartition. Nous montrons que les systmes de retraite ˆ fort taux de cotisation, comme ceux que l'on observe en Europe, ne sont viables ˆ long terme qu'ˆ la condition qu'une partie des droits accumulŽs par les retraitŽs lorsqu'ils Žtaient actifs est garantie par le gouvernement. Cette condition peut nŽanmoins tre relativisŽe ˆ partir du moment o les agents de l'Žconomie croient suffisamment en cette garantie. Ainsi, il est possible d'interprŽter la baisse des droits ˆ pension, que des retraitŽs de certains rŽgimes ont ŽtŽ amenŽs ˆ accepter, non plus comme la seule consŽquence d'une dŽmographie dŽfavorable mais aussi comme rŽsultant d'une rŽvision de croyance.
