Abstract

Le prŽsent papier s'articule autour des problmes environnementaux globaux, et se propose de lier les nŽgociations internationales au comportement de prŽcaution. Cela nous conduit ˆ montrer que le comportement de prŽcaution peut aussi bien survenir ˆ la suite d'un Žchec des nŽgociations qu'ˆ la conclusion d'un accord. Dans le premier cas, ce comportement a moins d'impact que la coopŽration de tous, mais tend tout de mme ˆ rŽduire la portŽe de la dŽfection. Dans le second cas, si un accord est signŽ entre un petit nombre de pays, le comportement de prŽcaution constitue un moyen d'Žlargir la portŽe de la coopŽration sans dŽstabiliser la coalition coopŽrante. Nous montrons, enfin, que l'adoption de sanctions ˆ lÕencontre des pays non-coopŽrants ne garantit pas pour autant l'Žmergence d'un large mouvement de coopŽration.
