Abstract

Dans cet article, nous Žtudions les effets des critres dÕattribution des allocations ch™mage dans un modle de ch™mage dÕŽquilibre o les efforts de recherche et les salaires sont endognes. La prise en compte dÕune durŽe dÕemploi minimale exigŽe pour bŽnŽficier des prestations dÕassurance permet ainsi de nuancer, ˆ taux de taxe donnŽ, le r™le des salaires dans la dŽtermination du profil optimal des allocations. Les simulations du modle suggrent que la baisse des salaires des employŽs non-Žligibles contribue ˆ la plus grande efficacitŽ, en termes dÕemploi et de bien-tre aggrŽgŽ, dÕun profil dŽgressif des allocationsch™mage. Nous montrons aussi quÕun durcissement des conditions dÕŽligibilitŽ peut tre favorable ˆ lÕemploi et au bien-tre de tous les travailleurs lorsque les salaires sont endognes. Enfin, ˆ taux de ch™mage donnŽ, la dŽtermination du profil optimal de lÕindemnisation implique que la flexibilitŽ salariale doit tre associŽe ˆ la poursuite dÕune objectif utilitariste. LÕapplication du critre de bien-tre rawlsien plaide cependant en faveur dÕune forte rigiditŽ des salaires.
