Abstract

LÕarticle vise ˆ dŽterminer les impacts dÕune politique de rŽduction des Žmissions polluantes dans le cadre dÕun modle dÕune petite Žconomie ouverte, comprenant deux rŽgions et deux secteurs, avec croissance endogne. LÕun des deux secteurs est relativement polluant et lÕune des deux rŽgions est plus spŽcialisŽe dans la production de ce secteur. LÕimpact de la politique environnementale sur les secteurs dŽpend crucialement de leurs taux de croissance respectifs, qui dŽpendent ˆ leur tour de leurs dotations initiales de capital respectives. Des rŽsultats ˆ priori contre-intuitifs sont possibles. Si le taux de croissance du secteur intensif en Žmissions polluantes est suffisamment faible et inversŽment pour lÕautre secteur, alors le secteur relativement plus polluant est moins affectŽ par la politique environnementale que lÕautre secteur. De mme, la rŽgion la plus spŽcialisŽe dans la production du bien polluant est moins affectŽe que lÕautre rŽgion par la politique de rŽduction des Žmissions, si elle se caractŽrise par des taux de croissance sectoriels suffisamment faibles en regard de ceux de lÕautre rŽgion.
