La desigualdad en los activos importa: una evaluación del enfoque del Banco Mundial respecto a la reducción de la pobreza

Abstract

La lucha contra la pobreza ha sido adoptada por los bancos de desarrollo multilateral como su principal objetivo. Sin embargo, el mundo real contiene resultados decepcionantes. Este artículo describe el enfoque en el trabajo de los economistas del Banco Mundial y, con base en nuevo trabajo empírico, evalúa su relevancia para América Latina. Los resultados muestran que una distribución desigual de los activos, especialmente del capital humano, afecta el crecimiento del ingreso de los pobres de manera importante, debido presumiblemente a que una distribución desigual castiga más a los pobres. Una mejor distribución de los activos incrementa los ingresos de los pobres, reduciendo directamente la pobreza. Adicionalmente, una mejor distribución incrementa el crecimiento agregado e indirectamente de esta forma se reduce la pobreza.
