¿Cómo se afecta la economía con la deuda del gobierno? Algunas cuestiones normativas y otras no tanto

Abstract

Toda suerte de interesados han discutido desde hace mucho tiempo los efectos del endeudamiento de los gobiernos sobre la economía; así como el monto que puede y es permisible que alcance. Atendiendo a los aspectos metodológicos, esas discusiones se han llevado a cabo en el ámbito agregado. Este documento aborda, de manera obligada, la parte nacional, y avanza en la discusión para los gobiernos subnacionales, mostrando los puntos de confluencia y las diferencias. Recoge el conocimiento que en la actualidad se da por sentado y que corrientemente se ensena en los cursos elementales de economía, avanzando en la formalización de él. Se referencia lo relacionado con la legislación colombiana, lo que permite una productiva comparación.
