Saneamiento de las finanzas distritales de Barranquilla, en ley 550 de 1999 periodo 2000- 2007

Abstract

Articulo resultado del proyecto de investigación Incidencia de los efectos jurídicos de la ley 550 de 1999 en los procesos ejecutivos adelantados contra el intervenido" investigación adelantada por los investigadores del Grupo Democracia y Modernización del Estado Colombiano, avalado por la Universidad Simón Bolívar. En el artículo se presenta un diagnostico sobre la dinámica de los principales componentes de las finanzas del Distrito de Barranquilla (2000 - 2007), se describen las acciones desarrolladas por el equipo económico del Distrito en el manejo de las finanzas dentro del esquema de la ley 550 de 1999. Para lograr el objetivo se analiza el comportamiento de los ingresos y de los gastos, con fundamento en los registros contables ejecutados del presupuesto en los diferentes anos de estudio, se hace un análisis de contenido detallado de lo que debe constituir un diagnostico de las finanzas en los entes territoriales, con base en el concepto de análisis coyuntural, estructural y de gestión, se aplicaron indicadores de desempeno fiscal y se comentan sus resultados, se establecieron comparaciones entre los indicadores como ingreso, gastos e inversión per cápita, entre otros, de igual manera se presentan los resultados de la investigación y las recomendaciones para alcanzar una finanzas sanas y en equilibrio, el documento de investigación realizado es referente básico para otros municipios del país, por sus aporte valiosos en el diseno de un diagnóstico de finanzas publicas dentro del marco de la ley 550 de 1999." ****** This article is an outcome of the research project “Impact of legal effects of Act 550 of 1999 in executive processes against the intervened”, which was conducted by the Research Group in Democracy and Modernization of Colombian State, and supported by Simon Bolivar University. The article presents a diagnosis on the Barranquilla District finances’ most important elements (2000 - 2007). It describes actions developed by the District economic team, concerning finances management, and based on the Act 550 of 1999. To achieve this aim, not only trends of income and expenditure were analyzed (within budget accounting records executed during period under consideration); but also, a detailed content was analyzed of what should constitute a Territorial Entity finances diagnosis. Based on concept of situational, structural and managing analysis, fiscal performance indicators were applied. Its outcomes were commented and established comparisons between indicators, such as income, expenditure and invest per capita, among others. Finally, in research results is presented some recommendations in order to achieve sound and balanced finances. This paper is a basic reference for others Colombian territorial entities, for their contribution to design of public finances diagnosis, based on the Act 550 of 1999.
