Restricción vehicular y regulación ambiental: el programa "Pico y Placa" en Medellín

Abstract

Resumen: En este borrador se discuten los principales instrumentos de mitigación de externalidades ambientales teniendo en cuenta tanto los objetivos tradicionales de eficiencia y equidad como las restricciones de información y la viabilidad técnica y política. Se toma como referencia el programa de “Pico y Placa” en Medellín, una medida de restricción a la movilidad del tipo comando y control, se analiza su poder de eficiencia y usando los resultados teóricos y estimaciones de elasticidades para la demanda de gasolina y vehículos en Medellín. Se recomienda cuáles son las políticas más pertinentes para controlar la movilidad y la contaminación en una ciudad como Medellín. / Abstract: This draft discusses the main instruments to mitigate environmental externalities, considering both the traditional goals of efficiency and equity and restrictions on information and technical and political feasibility. It is analyzed the program "Pico y Placa" in Medellín, a restricting vehicular mobility on the type of command and control, its efficiency and power using the theoretical results and some estimates of elasticities of demand for gasoline and vehicles in Medellin. It is recommended what are the policies most relevant to mobility and control pollution in a city as Medellín.
