Sobre algunos efectos sociales y cognitivos de la restitución de tierras

Abstract

En este estudio se presentan los resultados preliminares de una serie de experimentos de campo con una muestra de desplazados y una muestra de beneficiarios de programas de restitución de tierras. No tuvimos acceso a datos oficiales y por lo tanto la restitución es declarada por los participantes. El trabajo se realizó con varias comunidades de la región de Montes de María en la segunda mitad del 2014. En término de características socio-demográficas, los beneficiarios no son significativamente diferentes de los desplazados. Los beneficiarios muestran un incremento significativo de la tasa de devolución en el juego de confianza. No existen comportamientos diferentes de sanción en el juego del dictador con castigo, pero un patrón parece emerger en los más pobres. Finalmente, no se observan diferencias sistemáticas en el desempeno cognitivo en las pruebas Raven y Stroop. Eso implica que no se estén logrando reducciones significativas del efecto ancho-de-banda de la pobreza, coherentemente con las críticas según las cuales la restitución tiene que ir acompanada de medidas que la vuelvan sostenible a mediano plazo. ****** In this study we show the preliminary results of a series of field experiments with a sample of displaced population and a sample of beneficiaries of land titling programs. We didn’t get access to official data, thus land restitution is self-declared by participants. The fieldwork was carried out in Montes de María region in the second half of 2014. Regarding socio-demographic characteristics, beneficiaries are not statistically different from displaced. Beneficiaries show a significant increase in return rate in the trust game. There is no difference in the sanctioning behavior in dictator game with punishment, although a difference in the pattern seems to emerge in the poorest. Finally, there isn’t systematic difference in cognitive performance in Raven and Stroop tests. This latter result implies that no significant reduction is achieved in the poverty induced bandwidth effect, coherently with the existing critiques that this program should be coupled with other measures to make it sustainable in the medium run.
