Acuerdos entre el gobierno central y los departamentos: una propuesta para aumentar la eficiencia del gasto público

Abstract

El objetivo de este trabajo es proponer un instrumento para el seguimiento de la eficiencia del gasto público. El instrumento muestra que el gobierno central se puede apoyar en las administraciones departamentales con el fin de medir los productos del gasto. La idea central de la propuesta es que los objetivos de productividad acordados entre el nivel nacional y el nivel territorial, en áreas de resultado definidas conjuntamente alrededor de un propósto común, aumentan la productividad del gasto público. Se parte del siguiente supuesto: los propósito que son fruto del acuerdo entre los distintos niveles del gobierno - nacional, departamental y municipal - aumentan la eficiencia del gasto. Esto se puede reglamentar sin la necesidad de ninguna reforma legal. El departamento sería el mediador entre el nivel nacional y el nivel municipal. El documento sugiere que este instrumento permitiría aumentar el aprendizaje del Estado en materia de eficiencia del gasto.
