Misión para la Profundización de la Cartera Hipotecaria 2020

Abstract

En agosto de 2019, el Ministerio de Vivienda Ciudad y Territorio convocó la Misión para la Profundización de la Cartera Hipotecaria con el objetivo de formular recomendaciones para facilitar el acceso a una solución de vivienda a los hogares colombianos a través de los distintos mecanismos de financiación hipotecaria. El trabajo se desarrolló sobre cuatro ejes de investigación que permiten reunir los distintos factores que inciden sobre los niveles de profundización de la cartera hipotecaria: i) factores que influyen en la demanda de vivienda; ii) costos de financiación para adquirir vivienda; iii) acceso a cartera hipotecaria de los trabajadores informales y de menores ingresos; y iv) impacto de la coyuntura COVID-19 en el mercado de crédito hipotecario. Las principales recomendaciones de la Misión se presentan agrupadas en cinco principales tipos de determinantes profundización financiera : i. Entorno macroeconómico; ii. Mercado de vivienda (preferencias y capacidad de compra de vivienda por parte de los hogares, oferta de vivienda); iii. Desarrollo de los mercados financieros (acceso a fuentes de fondeo con los plazos adecuados, mercados de capitales profundos, niveles de competencia y de tasas de interés); iv. Marco legal y regulatorio (restricciones a los productos financieros -incluyendo las herramientas macroprudenciales-, capacidad de ejecución de las garantías); y v. Marco de política pública para la estimulación del mercado hipotecario (esquemas de subsidios, carga impositiva).
