Abstract

Introducción. El CONPES 3375 define la política de sanidad agropecuaria e inocuidad de alimentos en Colombia, a partir de tres lineamientos principales. El primero, es la introducción del enfoque isotérmico con el objeto de articular las entidades con competencias y funciones en materia sanitaria y sanitario. El segundo, es la adopción del análisis de riesgo como base para la orientación y el accionar del sistema. Y el tercer lineamiento, es la implementación del Sistema MSF a lo largo de toda la cadena agroalimentaria enfoque de la granja a la mesa. "El presente estudio elaborado por Fedesarrollo, evalúa cada uno de estos cambios de política, desde su formulación en 2005, a partir de dos perspectivas. Por un lado, analiza el desempeno individual o particular de las entidades que conforman el Sistema de Medidas Sanitarias y Fitosanitarias -MSF- y, de otro, el del conjunto del Sistema como un todo."
