"El objetivo central de este documento es describir y evaluar críticamente los aspectos y resultados centrales de la reforma eléctrica en Colombia, entendiendo que tal diagnóstico es el punto de partida necesario para avanzar hacia una organización sectorial más práctica y útil, adoptando los cambios institucionales y regulatorios que sean necesarios a tal fin".
