Metodologías de estimación del balance estructural: Una aplicación al caso colombiano

Abstract

El concepto de balance estructural es una herramienta fundamental para el actual debate sobre la viabilidad de la política fiscal como regla y sobre la sostenibilidad de la deuda pública. En especial, al ser el balance que se obtendría si el producto estuviera en su nivel potencial, permite discriminar el balance causado por decisiones de política fiscal y por inflexibilidades del sector público, del balance originado por factores exógenos a ella. Así, permite encontrar cuál debe ser el balance fiscal en el largo plazo y sirve como punto de referencia para poder establecer qué tan grande es el balance observado. Junto con lo anterior, sirve como guía en la consistencia macroeconómica que se desea obtener en un programa de ajuste. Además de esta introducción, el trabajo consta de cuatro secciones. En la primera, se presentan las principales y más recientes metodologías para calcular el balance estructural. La segunda sección presenta los principales resultados de estudios recientes hechos para el caso colombiano. En la tercera, se presenta una propuesta metodológica para estimar el balance estructural y una estimación para Colombia, Finalmente, se presentan las conclusiones y recomendaciones.
