Evaluación de la descentralización municipal en Colombia. Avances y resultados de la descentralización política en Colombia

Abstract

En el marco de la estrategia Profundización de la descentralización se vio la necesidad de adelantar una evaluación integral de la misma. En este sentido la Dirección de Desarrollo Territorial –DDT- del Departamento Nacional de Planeación –DNP-, formuló y puso en marcha el “Proyecto Evaluación de la Descentralización Municipal en Colombia”, con el apoyo del Programa Profundización de la Descentralización en Colombia -PNUD, FONADE y la GTZ. El presente artículo hace parte de una serie de documentos que prepara la Dirección de Desarrollo Territorial donde se evalúan los sectores de educación, salud, agua potable y saneamiento básico y los componentes de democracia y participación, fiscal, capacidad de gestión y desarrollo institucional, tanto desde el nivel nacional como regional y municipal. Las opiniones expresadas en el documento son de responsabilidad exclusiva de los autores y no necesariamente reflejan la posición oficial del Departamento Nacional de Planeación.
