Financiación de la política ambiental regional en el marco del sistema nacional ambiental de Colombia

Abstract

Este documento de trabajo se elaboró con base en el Informe Final preparado por el autor para el proyecto Indicadores de Financiación de la Política Ambiental en Colombia (Dane - Universidad Javeriana 2004) Dicho proyecto se llevó a cabo de manera conjunta entre el Grupo de Política Social del Departamento de Economía de la Universidad Javeriana y el Grupo de Metodologías y Técnicas de Medición Ambiental del DANE, en el marco del Convenio de Cooperación Técnica suscrito entre el DANE y la Universidad Javeriana. Aquí se hace un seguimiento del proceso de asignación de recursos públicos a la implementación de la política ambiental y de los recursos naturales renovables en el ámbito regional. Esto con miras a aportar al conocimiento del comportamiento de la Política Ambiental en Colombia y sus implicaciones en términos de asignación de recursos públicos a partir de la constitución del Sistema Nacional Ambiental (SINA) en 1993
