Economía y conflicto en el Cono Sur del Departamento de Bolívar

Abstract

El objetivo de la presente investigación es estudiar las actividades económicas del sur deldepartamento de Bolívar y analizar sus implicaciones con el medio ambiente y el conflictoarmado. Para efectos prácticos, el Cono Sur" de Bolívar se ha delimitado a los 16municipios que se ubican en el territorio enmarcado por los ríos Magdalena al oriente,Cauca al occidente, Cimitarra al sur y Brazo de Loba al norte. Desde los trabajos pionerosde Orlando Fals Borda, se vienen planteando las dificultades de administrar "los sures"desde lejanas capitales departamentales del Caribe colombiano, entre otras razones porla fragmentación del territorio, así como por la incomunicación entre estas ciudades y susprovincias surenas. El sur de Bolívar debe pensarse y asumirse como una zonaestratégica para el departamento y para Colombia, en función de sus riquezas petrolera,aurífera, agroforestal y ecológica. Al aumentar su producción minera y agropecuaria, asícomo los recursos recibidos por concepto de regalías, la subregión estará en capacidadde co-financiar proyectos estratégicos en los sectores de educación, salud, infraestructuravial y atención del medio ambiente."
