Dinámica económica, comercio internacional y uso del agua en la agricultura colombiana: balance nacional y local para los últimos 45 anos

Abstract

RESUMENPocas investigaciones se han realizado sobre los efectos de las políticas económicas internacionales sobre la intensidad del uso del agua y sus implicaciones en el manejo integral del recurso hídrico. Se pretende presentar los impactos en el uso del agua en la agricultura colombiana, asociados a la dinámica económica del país y su comercio internacional, haciendo además un examen a nivel local en la microcuenca del río Bolo en el Valle del Cauca entre los anos 1961 y 2005. Se utilizan los conceptos de `huella hídrica´ y `agua virtual´ instrumentos que permiten, además de la planificación económico-ambiental, interrelacionar la dinámica económica con el uso del agua. Se encuentra que la demanda de agua para el consumo agrícola es sensible a cambios en las condiciones de los productos de exportación; lo cual corrobora las teorías sobre el impacto que el consumo externo tiene sobre la sostenibilidad de recursos en territorios que se especializan en la exportación de bienes natural-intensivos.ABSTRACTLittle research has been carried out on the effect of international economic policies on the intensity of water use and their implications for integrated water resource management. This article has as main objective to show the impact of agricultural water use in relation with Colombian economic dynamic´s and its foreign trade between 1961 and 2005. Moreover, the article examines that relation at local level focused in the Bolo River basin in the Valle del Cauca region. For the analysis, the concepts of water footprint" and "virtual water" will be used. These powerful tools for economic and environmental planning are able to measure the evolution of economic activity in relation to water use in a country or region. This research found that water demand for agricultural use is very sensitive to changes in the external conditions of Colombia´s main export products. This proves which a large body of theories has stated on the impact that external consumption pattern and globalization have on the sustainability of resources in countries and territories with a natural-intensive specialisation pattern in foreign trade."
