El presente trabajo se propone analizar los fundamentos teóricos de un MERCOSUR POLÍTICO basado en un planteo federal. La teoría se toma aquí con el espíritu del entrañable Premio Nobel de Economía Gunnar Myrdal quien sugirió que ésta “no es más que una serie correlacionada de preguntas sobre la realidad social objeto de estudio". Desde el sentido común la idea de teoría se asocia a algo abstracto y especulativo y la idea de pregunta se vincula a cuestiones más concretas. Así, este trabajo quiere ser un aporte tanto para la elaboración teórica cuanto para la toma de decisiones pragmática y concreta ya que se obra con la convicción de que “hay una clase de ciencia que trata no tanto de ampliar el conocimiento cuanto de excluír al ignorante. No se debe ceder a ella, y ciertamente no en un tema de tan gran importancia práctica como éste.
