Al término de la Primera Guerra Mundial surgieron propuestas con el fin de mitigar las fuertes tensiones que perduraban entre las naciones tras la firma del tratado de Versalles. Durante los años siguientes, la creación de la Liga de las Naciones, buscó posicionarse como un espacio de negociación en el cual los diplomáticos tuvieran la misión de entretejer alianzas entre los países participantes que tuvieran mayor influencia a nivel internacional. Entre las estrategias adoptadas por la Liga, se encuentra la creación de un Comité de Cooperación Intelectual, instancia que se proponía poner mayor énfasis al ámbito de la cultura.
