Abstract

A lo largo del presente trabajo intentaré establecer una mirada crítica a la Declaración sobre Seguridad en las Américas. Dicho documento presenta un nuevo concepto de seguridad hemisférica, multidimensional, que incorpora a las llamadas “nuevas amenazas”, ampliando así el concepto tradicional de seguridad. Si bien la nueva conceptualización ha sido celebrada por modificar la visión clásica de seguridad, es necesario advertir sobre las posibles implicancias de una definición demasiado amplia o abarcativa de los fenómenos que se engloban bajo el término de amenazas.
