Abstract

Dentro del Derecho Internacional Público, podemos encontrar tres ramas que conciernen a este trabajo: el Derecho Internacional Humanitario (DIH), el Derecho Internacional de los Derecho Humanos (DIDH o DDHH) y el Derecho Internacional de los Refugiados (DIR). Como intentaremos demostrar aquí, son tres “caminos” que interactúan entre sí para poder cumplir con el mismo cometido: proteger a la persona. Cuando se habla de Derecho Internacional Humanitario o el cometido del Comité Internacional de la Cruz Roja (CICR), siempre se tienen en cuenta los Convenios de Ginebra y sus Protocolos adicionales. Según el artículo 2°, común a los cuatro Convenios, estas normas son aplicables en toda circunstancia, tan pronto como hay un conflicto armado internacional.
