El conflicto vigente entre Israel y la organización Hizbulá dentro del territorio del Estado del Líbano aparece como otro hecho más que acredita la emergencia de un problema inédito dentro del sistema internacional: el conflicto armado entre un Estado con grupos irregulares dentro del territorio de otro Estado; lo cual hace que las clásicas decisiones sobre los conflictos externos, y en especial, la definición del uso de la fuerza – su legitimación como acción defensiva – deban ser reformulados.
