Les étudiants internationaux au Québec : état des lieux, impacts économiques et politiques publiques

Abstract

L’objectif de ce rapport est de dresser l’état des lieux sur l’importance et les comportements des étudiants étrangers au Québec, d’examiner les impacts économiques de leur présence et de réévaluer les politiques publiques afférentes y compris le niveau des droits de scolarités et les forfaits. Nous définissons les impacts économiques à long et à court terme (les frais de scolarité dans les universités, dépenses de subsistance, etc.) d’attirer davantage d’étudiants internationaux. Les impacts à long terme sont détaillés par l’entremise d’analyses sur l’intégration de ces étudiants comme futurs immigrants (une politique optimale d’immigration) et sur les variations de la balance commerciale lorsque ces étudiants choisissent de retourner dans leur pays d’origine. Nous prenons position sur plusieurs politiques reliées aux étudiants internationaux et canadiens hors Québec, notamment sur la promotion des programmes, les droits de scolarité et les forfaits. Nous sommes d’avis que l’expertise dans ce domaine reste à développer. Le fait que les universités aient été contraintes pendant une si longue période aux frais réglementés du MELS n’a pas permis aux établissements de développer une compétence accrue dans le domaine du recrutement international ni des produits distinctifs. Il devrait revenir à chacune des universités et non au Ministère de définir la stratégie que l’Université juge optimale en ce qui la concerne sur les droits de scolarité et les forfaits.
