Abstract

Cette étude, réalisée pour le Conseil du trésor du Québec, a pour objectifs de présenter, dans un contexte d’architecture d’entreprise, les récents développements dans l’évolution des normes et standards par les différents acteurs du milieu, les consortiums industriels et les comités de normalisation internationaux en s’arrimant avec les logiciels ouverts.

Pour pouvoir atteindre ses objectifs de services auprès des citoyens et de la société, le gouvernement du Québec doit intégrer ses systèmes informatiques en vue de réaliser une architecture ouverte orientée service.

Une telle intégration nécessite, à l’instar de plusieurs gouvernements et de la Communauté européenne, l’élaboration d’un cadre d’interopérabilité, soit un ensemble structuré de normes, standards, spécifications et politiques permettant à des systèmes informatiques d’interopérer.

Il est donc recommandé que le gouvernement du Québec :

  • poursuive le travail d’élaboration d’un cadre d’interopérabilité pour ses systèmes informatiques basé sur des normes et standards ouverts. Ce cadre devrait être conforme aux critères énumérés dans cette étude et devrait couvrir non seulement ses systèmes informatiques internes mais aussi les services Web offerts à des organismes externes au gouvernement. Ce cadre devrait explicitement donner priorité aux normes et standards ouverts et inclure une politique sur les logiciels libres. Le cadre d’interopérabilité devrait initialement s’inspirer de celui de l’état du Massachusetts. À moyen terme, il devrait être aussi complet que celui du gouvernement britannique;

  • intègre ce cadre d’interopérabilité à son architecture d’entreprise;

  • publie ce cadre d’interopérabilité avec son architecture d’entreprise;

  • utilise ce cadre d’interopérabilité dans ses appels d’offres;

  • élabore une politique de conformité de toutes les nouvelles applications à ce cadre.
