Abstract

Forme a l'initiative conjointe du ministere des Affaires etrangeres et du CEPII, le Groupe d'echanges et de Reflexion sur la Caspienne a reuni une quarantaine d'experts, participant a tout ou partie des huit seances tenues de decembre 1997 a octobre 1998. Leurs travaux ont porte pour l'essentiel sur la Caspienne comme enjeu petrolier ; d'autres problematiques importantes -les ressources en gaz, les questions propres a chaque etat riverain, la dimension strategique- ont egalement ete abordees, mais non approfondies. Les comptes-rendus des exposes et des debats, de meme qu'une synthese, figurent dans ce document. Ses principales conclusions sont les suivantes. Les reserves petrolieres de la Caspienne sont importantes (comparables a celles de la Mer du Nord ou au dixieme des ressources du Moyen-Orient traditionnel) mais sans doute pas a la hauteur des premieres attentes. Le vif interet qu'elles ont initialement provoque a de plus souffert de la baisse continue des cours du brut et de la crise economique en Asie. Enfin, les progres absolument considerables de la technologie -aussi bien en matiere d'exploration et d'exploitation que d'evacuation et de traitement- semblent multiplier les ressources disponibles et condamner les eldorados petroliers a une celebrite breve.
