Abstract

Cette etude a pour objet de voir si les differences de structure des marches du travail conduisent a des reactions tres differenciees des salaires et de l'emploi a l'evolution de l'activite economique. Apres l' analyse detaillee des principales caracteristiques des marches du travail des differents pays europeens participant deja a l'euro ou non (voir partie I), on procede ensuite a une comparaison du comportement des salaires et de l'emploi au cours des annees quatre-vingt-dix. Ces comportements sont enfin introduits dans une maquette simple qui permet de simuler la reaction des pays a des chocs europeens communs et a des chocs specifiques. Les simulations macro-economiques realisees a partir de notre maquette permettent de degager deux resultats importants. Nous montrons en premier lieu que, pour l'heure, meme dans les pays ou elle est la plus importante, la flexibilite des salaires et de l'emploi demeure insuffisante pour compenser la perte des instruments purement nationaux de regulation conjoncturelle. Une inquietude importante relative au marche du travail en UEM est donc celle d'une insuffisante flexibilite des salaires qui ne permet pas de compenser la perte de l'ajustement par les taux de change. Il s'agit la d'un probleme commun a tous les pays de l'UE et non d'un probleme de differences entre pays.
