Este ensayo fue escrito originalmente en 1987, como un panfleto a favor del equilibrio fiscal. La situación económica argentina era entonces definitivamente distinta y peor. En esta oportunidad, he agregado un conjunto de estimaciones econométricas sobre las relaciones entre el déficit fiscal, la incertidumbre macroeconómica y el crecimiento en el período 1915-1997, y he incluído una estimación del costo de bienestar de la incertidumbre. El mensaje del ensayo es que el déficit fiscal, a través de la incertidumbre, constituye una restricción importante al crecimiento del ingreso per cápita en la Argentina.
