Abstract

Este documento realiza una discusión de las implicaciones de la estabilidad presupuestaria en un marco descentralizado. En primer lugar, se aportan una serie de argumentos a favor de la disciplina fiscal. En segundo lugar, se abordan las peculiaridades de la estabilidad presupuestaria en presencia de haciendas subcentrales. En tercer lugar, se señalan las soluciones al conflicto entre autonomía y estabilidad macroeconómica en un sistema federal. Finalmente, se valora la decisión adoptada por el legislador español para combinar los requisitos de la estabilidad presupuestaria y la autonomía fiscal.
