Os Clusters como Instrumento da Cooperação Internacional Portuguesa para o Desenvolvimento, o Caso da Ilha de Moçambique

Abstract

A política de cooperação entre países doadores e destinatários tem-se alterado significativamente nos últimos anos. Apesar das próprias problemáticas terem-se alterado, os actores dos países desenvolvidos em conjunto com parceiros nacionais e internacionais estão a tentar encontrar novos instrumentos e modalidades de cooperação para o desenvolvimento. Portugal não é excepção, e uma nova política de cooperação foi recentemente (re)descoberta. Esta centra-se no conceito de cluster que tem sido nas últimas décadas utilizado por decisores políticos enquanto instrumento de promoção da competitividade e inovação (Porter, 1990, 1998, 2000).
