Incentivos fiscales e inconsistencia temporal: Uruguay 1970-2005

Abstract

El presente trabajo analiza las posibles tensiones entre objetivos de estabilidad de precios y de estabilización fiscal. Utilizando un modelo de inconsistencia temporal con objetivos fiscales y una restricción presupuestal del Gobierno similar a la uruguaya, se demuestra que la existencia de deuda nominal en moneda nacional y la posibilidad de licuar el gasto real generan incentivos adicionales al seignorage para el uso fiscal de la inflación. Analizando los datos de Uruguay entre 1970 y 2005 se documenta cómo el ajuste real del gasto primario corriente a través de la inflación ha sido clave en los episodios de estabilización fiscal en los últimos 35 años. Mediante el análisis de episodios, correlaciones simples y regresiones MCO, se muestra que la aceleración inflacionaria ha tenido un rol primordial en la mejora del resultado fiscal por su efecto sobre el gasto real. Sin embargo, esas mejoras han sido transitorias, en tanto el gasto real se ha recuperado una vez pasada la fase de ajuste. El trabajo deja una lectura institucional, en tanto sugiere que la fijación de objetivos de inflación por parte del Gobierno puede resultar en un nivel de inflación objetivo relativamente alto.
