    Abstract

    En este documento se expone la segunda ronda del proceso renegociador de la deuda externa de Colombia en los años treintas y cuarentas. La controversia entre las partes floreció en los primeros dos años. Los dos últimos fueron fructíferos en arreglos entre acreedores y deudores. El énfasis de la discusión en el artículo recae en las estrategias adoptadas por los negociadores, y en el papel protagonizado por los gobiernos de Gran Bretaña y de los Estados Unidos. Al final de la segunda ronda, Colombia había logrado regularizar el servicio de un poco más de la mitad de su deuda externa.
