Una revision de los sistemas de pensiones en Latinoamerica

Abstract

Latinoamerica es uno de las regiones pioneras en la introduccion de esquemas de capitalizacion individual como parte de un componente obligatorio en sus sistemas de pensiones. Han pasado treinta anos desde que Chile diera el primer paso. ¿Que han logrado las reformas al dia de hoy? ¿Que retos quedan por superar? El presente documento realiza una revision de las motivaciones de las reformas y sus avances, tomando la experiencia de Colombia, Chile, Mexico y Peru. Se recogen las principales resultados en terminos de cobertura, tasas de reemplazo y sostenibilidad fiscal, con proyecciones al 2050. Los resultados muestran que si bien las reformas de los sistemas de pensiones tanto publicos y privados, han sido clave para brindar sostenibilidad financiera y consolidar ahorros para la jubilacion para los colectivos con mayor permanencia en el mercado laboral, todavia tiene una tarea pendiente en favor de un porcentaje importante de la poblacion que trabajan o como independientes o dentro del sector informal o que se encuentran en situacion de desempleo frecuente. En ese sentido, para cada uno de los paises que forman parte del estudio se ha explorado algunas recomendaciones que podrian permitir reducir el nivel de desproteccion en la etapa de retiro, incentivando al ahorro, focalizando los recursos en los realmente pobres, y manteniendo el equilibrio fiscal.
