Abstract

This paper is part of a larger program to find ways to improve urban management through the collection, use, and public disclosure of spatially detailed information and analytic methods, which has been funded by the UK DFID's Urban Knowledge Generation and Toolkits program and the World Bank Development Research Support Budget.
