Alimentação,nutrição e saúde em programas detransferência de renda: evidências para o ProgramaBolsa Família

Abstract

Este artigo avalia o impacto do Programa Bolsa Família (PBF) sobre a segurança alimentar dos domicílios beneficiários e sobre indicadores da saúde de crianças de zero a seis anos: medidas antropométricas (altura/idade, peso/idade, peso/altura e índice de massa corporal) e mortalidade infantil. Utilizamos dados da Pesquisa Nacional de Demografia e Saúde de 2006 do Ministério da Saúde. A segurança alimentar foi medida pela escala brasileira de insegurança alimentar (EBIA), os indicadores antropométricos seguem os padrões da OMS e a mortalidade infantil foi avaliada no nível domiciliar. A estratégia de identificação adotada foi o propensity score matching. Os resultados apontam que o PBF contribui para que os domicílios saiam da condição de insegurança alimentar leve. Estimou-se também que o PBF eleva a probabilidade de a criança ter peso adequado para sua idade e para sua altura, quando comparado a crianças com sobrepeso. O mesmo efeito não é encontrado para crianças abaixo do peso. Finalmente, o programa não se mostrou estatisticamente importante para explicar a mortalidade infantil.
