Equidad y eficiencia rural en Colombia: una discusión de políticas para el acceso a la tierra

Abstract

El objetivo de este estudio es discutir alternativas de políticas públicas para aumentar el acceso a la tierra y el ingreso de la población rural. Para alcanzar este objetivo, el estudio aborda tres temas. Primero, el estudio describe la estructura de la propiedad rural en Colombia y discute alternativas para incrementar el acceso al uso de la tierra por parte de la población rural. Segundo, se discuten posibles relaciones entre la estructura de tenencia de la tierra, el bienestar de los hogares rurales y las decisiones de producción e inversión. Por último, el estudio describe las experiencias de programas de reformas agrarias en algunos países de América Latina y Colombia. El estudio encuentra que, además de una altísima concentración de la tierra, los mercados de arrendamiento de tierras en Colombia son casi inexistentes, por lo cual el acceso al uso de la tierra es bajo. En segundo lugar, el acceso al uso de la tierra y la formalidad en la propiedad están relacionados con mayores niveles de consumo e inversión productiva en los hogares rurales. Por último, pese a que el acceso a la tierra es determinante en el bienestar, el estudio concluye que programas complementarios, como crédito y asistencia técnica, son determinantes en el bienestar de la población rural.
