Evolução Das Formas De Coordenação Do Mercado De Álcool E Açúcar No Brasil: Da Intervenção Estatal À Formação Dos Campos Organizacionais

Abstract

O Objetivo principal deste texto é subsidiar e contribuir para a discussão sobre as possibilidades de conciliação entre a produção de cana, açúcar e álcool com a sustentabilidade social e ambiental e com desenvolvimento econômico. O texto se inicia com uma retrospectiva histórica da produção e organização setorial, mostrando como a intervenção estatal foi importante para amenizar conflitos entre os agentes do Complexo. Mas esta intervenção não minimizou problemas sociais e regionais. A nova fase é caracterizada pelo livre mercado e ausência de regulação mais profunda. O setor parece estar superando a sua incapacidade de instituir mecanismos eficientes de auto-gestão e regulação. O texto argumenta que são necessárias pesquisas para avaliar os impactos econômicos, sociais e ambientais deste segmento, pois algumas discussões estão baseadas em argumentos e não em dados. As formas de organização atuais e as estratégias competitivas não são capazes de resolver as questões apontadas acima e até as aprofundam. Assim, há necessidade de participação do Estado na elaboração e implementação de políticas publicas que garantam a sustentabilidade.-------------------------The main Objective of this text is to subsidize and to contribute for the quarrel on the conciliation possibilities with production of sugar cane, sugar and alcohol and the social and environmental sustainability and economic development. The text initiates with a historical retrospect of the production and agroindustry organization, showing how the state intervention was important to brighten up conflicts between the agents of the Complex. But this intervention did not minimize social and regional problems. The new phase is characterized by the free market and absence of deeper regulation. The sector seems to be surpassing its incapacity to institute efficient mechanisms of self management and regulation. The text argues that are necessary research to evaluate the economics, social and environmental impacts of this segment, therefore some quarrels are based on arguments and not in data. The current forms of organization and the competitive strategies are not capable to above decide the pointed questions and until they deepen them. Thus, it has necessity of participation of the State in the elaboration and implementation of politics you publish that they guarantee the sustainability.
