Problematização Da Reforma Agrária Como Política Social No Brasil Em Anos Recentes

Abstract

Estamos no ano de 2008 e a reforma agrária está longe de ser um processo acabado e ainda hoje é um tema em ampla discussão. O mercado das terras rurais foi criado no Brasil em 1850, já nasceu frágil e com deturpações que o marcaram em seu desenvolvimento. Conforme (Reydon, Bueno & Tiozo, 2006 apud Martins, 1998 p.55) “[...] num regime de terras livres, o trabalho tinha que ser cativo; num regime de trabalho livre, a terra tinha que ser cativa”. O governo Lula da Silva teve uma ação distinta da esperada no que se refere à reforma agrária devido ao fato de os movimentos sociais, em geral, e o Movimento Sem-Terra (MST), em particular, terem reduzido suas reivindicações e ações. O intuito deste estudo é buscar respostas à conduta do governo Lula no que se refere à reforma agrária e indicar as conseqüências mais importantes deste movimento para a discussão da distribuição da terra e da renda vinculada a este ativo. Além disso, pretende-se apresentar um panorama histórico da reforma agrária em meio às instituições que regulam o mercado de terras rurais e urbanas no país. O trabalho foi dividido em cinco tópicos, o primeiro apresenta um breve histórico sobre a evolução institucional do mercado de terras no país, o segundo realizou um estudo sobre a política de reforma agrária durante o governo FHC. No terceiro analisamos a ______________________________________________________________________ Rio Branco – Acre, 20 a 23 de julho de 2008 Sociedade Brasileira de Economia, Administração e Sociologia Rural política de reforma agrária do governo Lula. Por fim, foram discutidas propostas de políticas de desenvolvimento rural, complementares à reforma agrária e foram apresentadas algumas reflexões sobre o tema. É necessário o avanço no processo de reforma agrária e regularização das terras privadas e públicas, que deve ser visto como crucial para a superação da alta desigualdade de renda e de distribuição de propriedade presentes na sociedade brasileira. As reflexões apresentadas no texto buscaram indicar os passos e avanços já realizados em termos de políticas agrárias.-----------------------We are in the year of 2008 and the agrarian reform is far from being a finished process and still today it is a subject widely discussed. The market of agricultural lands was created in Brazil in 1850 and it was born already fragile and with disfigurements that had marked it in its development. Quoting (Reydon, Bueno & Tiozo, 2006 apud Martins, 1998 p.55) “[...] in a free land regimen, the work had to be captive; in a regimen of free work, the land had to be captive”. Lula da Silva’s government had a distinct action of that which was expected towards the agrarian reform because that the social movements, in general, and Movimento Without-Land (MST), in particular, have reduced its claims and action. The purpose of this study is to find answers in regard to the behavior of Lula’s government towards the agrarian reform and to point the most important consequences of this movement for the quarrel about the land’s distribution and the income entailed to this asset. Moreover, it is intended to present a historical panorama of the agrarian reform in regards to the institutions that regulate the rural and urban land market in the country. This paper is divided in five topics, the first one presents a short brief about the institutional evolution of the land market in the country; the second one presents a study about the politics of agrarian reform during FHC’s government. In the third one, we analyze the politics of agrarian reform of the Lula’s government. Finally, proposals of politics of agricultural development have been argued, which are complementary to the agrarian reform and some reflections about the subject have been presented. The advance in the process of agrarian reform and regularization of the private and public lands is necessary and itt must be seen as vital for the overcoming of the high income and distribution of property inequality presents in the Brazilian society. The reflections presented in the text tries to indicate the steps and advances which have already been done in regards to the agrarian politics.
