Metodologia De Avaliação Das Políticas De Diversificação Em Áreas Cultivadas Com Tabaco

Abstract

O artigo propõe um método para avaliar as políticas de diversificação em áreas de cultivo do tabaco. É um desenho em resposta à demanda apresentada pela Secretaria da Convenção das Partes da Organização Mundial da Saúde (OMS) sobre a necessidade de haver uma metodologia para compararar as políticas de reconversão dos países produtores de fumo. O artigo relaciona o desenvolvimento rural com as políticas de combate a pobreza, principalmente, via a promoção da capacidade de diversificação. A seguir, descreve a presença econômica do tabaco no Mundo e no Brasil e trata das políticas públicas que contribuem para a diversificação nas áreas de cultivo do tabaco. Por fim, o artigo apresenta a abordagem de diversificação dos meios de vida como método de estudos comparativos dos meios de vida alternativos ao tabaco, bem como, o acompanhamento das políticas públicas para diversificação em áreas de tabaco. --------------------------------------------This paper presents a proposition method to value the diversification polices in the tobacco areas. It is a drawing in reply about the comparative tobacco reconversion method demanded from the Convention of the Parts Office of the World Health Organization (WHO). So, first, the paper shows the relation between rural development and no poverty polices, mainly by diversification capacity promotion. Next, it talks about tobacco's economical presence in the World and Brazil and it describes public politics that contribute to the farm diversification in tobacco areas. Finally, it presents the diversification livelihoods approach as a method to compare the alternative livelihoods to the tobacco.
