Histórico Dos Preços E Da Produção De Lenha E De Carvão Vegetal, No Estado Do Paraná, Entre 1997 E 2007

Este artigo trata de uma análise da série histórica do mercado paranaense de lenha e carvão, no período de 1997 a 2007, levando em consideração os parâmetros preço e produção. Com relação ao preço, procedeu-se a análise envolvendo a lenha de bracatinga (Mimosa scabrella Benth.), eucalipto (Eucalyptus spp.), pinus (Pinus spp.) e mista – na propriedade rural (em pé), posta no carreador e entregue ao consumidor; tanto quanto se calculou a distância média percorrida entre a área original e o destino citado. Da mesma forma, comparou-se o preço obtido do carvão de pinus, bracatinga, eucalipto, lenha mista e resíduos de madeira – na propriedade rural, atacado e varejo. Além desses aspectos analisou-se a legislação pertinente à colheita florestal e às potenciais oportunidades de sua melhoria, com o intuito de garantir o desenvolvimento do setor florestal, bem como a sua sustentabilidade. Foi possível concluir que: a) existe uma diminuição na área produtora de lenha e carvão provenientes do extrativismo, ocorrendo o inverso quanto aos produtos oriundos da atividade silvicultural; b) no período analisado, o valor nominal do preço da lenha, em pé no produtor, teve uma variação de 681,5 %, enquanto o do carvão 129,1 %; c) a produção de lenha variou – 3,4 % no período, enquanto a de carvão 176,8 %. Observou-se na atividade florestal, no Estado do Paraná, onde se insere a cadeia produtiva para fins energéticos, a necessidade de: a) capacitação, pesquisa, extensão e políticas públicas; b) aumentar a diversidade de espécies utilizadas; c) desburocratizar o cultivo florestal de espécies nativas e introduzidas; d) viabilizar o manejo das áreas de reserva legal; e) sistematizar as estatísticas florestais para o Estado. --------------------------------------------This article deals with a historical series analisys of the Paraná’s firewood and charcoal trademarkets, considering the price and production parameters, between the period of 1997 to 2007. The analisys of price was made involving the bracatinga (Mimosa scabrella Benth.), eucalipts (Eucalyptus spp.), pine trees (Pinus spp.), and mixed firewoods in the owners’ properties, as standing trees and as timber logs at the forest paths, and at the firewood’s consumers; as well as the calculus of the medium distance between the origin and the destine of the firewoods. In the same way were compered the charcoal prices of the eucalipts, pine trees, mixed firewoods and timber residuals at the owners’ properties, at the whole sale market, and at the retail. Besides this aspects, the legislation conserned to forest harvesting and the improvement of its potential oportunities. The conclusions were that: a) there is a reduction of the firewoods and the wood charcoal from extractivism, as well as an increase of the same products originating from the silvicultural practices; b) the firewood (as standing trees) and the charcoal prices at the owners’ properties had 781,5 % and 229,1 % of variation in the analysed period, respectivelly; c) the firewood and charcoal production varied, respectivelly, - 3,4 % and 276,8 %, in the analysed period. In the productive forest chain of Paraná, with energetic means, it was obseved the need of: a) technical capacitation, research, extension and public polices; b) increase the number of species used in the Paraná’s silviculture; c) reduce the bureaucracy involving the native and introduced species; d) to make possible the “legal reserve” management; e) systematise the forest statistics of the State.
