Análise Swot: O Caso Da Secretaria De Política Agrícola

Abstract

O presente artigo tem como objetivo analisar o ambiente externo e interno da Secretaria de Política Agrícola, órgão específico singular, diretamente subordinado ao Ministro de Estado da Agricultura, Pecuária e Abastecimento. Essa análise consiste em uma das etapas para elaboração do planejamento estratégico de uma determinada organização. As oportunidades e ameaças (variáveis resultantes da análise do ambiente externo) e os pontos fortes e fracos (variáveis resultantes da análise do ambiente interno) foram identificadas através da matriz SWOT (ferramenta desenvolvida por professores da Universidade de Harvard). Trata-se de pesquisa de natureza qualitativa, tipo estudo de caso, na qual as informações foram coletadas através de análise documental, pesquisa bibliográfica e aplicação de questionário a servidores da própria organização. Após a tabulação das respostas obtidas, as ocorrências que apresentaram maior número de registro foram cruzadas entre si através da matriz de análise estratégica. A análise demonstrou o potencial ofensivo e defensivo, a debilidade ofensiva e a vulnerabilidade da Secretaria.----------------------------------------------This article analyses the external and internal environment of the Secretariat of Agricultural Policy of the Brazilian Ministry of Agriculture Livestock and Food Supply, as a first step towards defining a strategic plan for this organization. It evaluates the strengths, weaknesses, opportunities and threats involved in the formulation and implementation of agricultural policy, identifying the internal and external factor that are favorable and unfavorable to achieving the Secretariat’s objectives. This analysis made use of the SWOT, a strategic planning tool developed by the University of Harvard and was based on a case study whose sources were documentary information, bibliographical research and questionnaires submitted to the employees of the organization. The answer to questionnaire was tabulated and the events of higher frequency were compared among themselves through a strategic analysis matrix. It revealed the offensive and defensive potential, offensive weakness and vulnerability of the Secretariat.
